I am using XP. When selecting from the directory, receive
an error message, "Netmeeting was unable to place a secure
call. The certificate you have chosen may not be usable
with Netmeeting." How do I resovlve this issue?

Not exactly sure. Is this when attempting to use the default certificate?
( tools -> options security tab should give information on the
certificates) -- you could try the "reinstallation" procedure outlined in:

Can you tell me more about certificate setting? This is
not something I was aware that I had to configure.
Since I am using XP, does knowledgebase article

still apply. Should I be installing version 2.x or 3.x?

Normally you don't -- but if you have and use other certificates (other than
the default that is built on NM installation) you could get this message.

The procedure does not actually reinstall a version -- it just reinitializes
the registry entries. It uses the version of NM that is preinstalled ( which
is the only version that will run on XP). Downloadable versions of 3.x will
fail to install. Attempts to install 2.x versions will screw up your
installation requiring you to do this procedure.
