I just installed SBC Yahoo DSL and I was trying to have
an ICQ Video connection with a friend (ICQ uses
NetMeeting for Video). He reported that he could not see
me and he could not hear me, but I could see and hear him
very well. I tried the same thing with another friend and
the same thing happened. Isn't strange?

I tried ICQphone with both of them and it was perfect.

I don't have a firewall and neither them.

Do you know what do I have to do?

Before SBC Yahoo I had AOL Dial up and it was working
perfectly.

I haven't heard of any ISP related problems causing symptoms similar to
yours ( you are sure the problem is at your end?).

A problem with similar symptoms occurs with some software drivers on Intel
NICs, XP ( possibly Win2000 as well -- I am not totally sure) and the "QoS
Packet Scheduler". If you are using XP ( and know you have an Intel nic or
are not sure) you could disable the "QoS Packet Scheduler" for the ethernet
connection.
